Quality not only pertains to the content of the Commercial but also the actual specifications as set by the FCC rules and regulations regarding the video signal. These specifications are the television industry's basic requirements. Any commercial that fails to meet these specifications will be rejected and a new one will be requested. Every commercial that is to be aired will be checked for technical specifications as well as general content.
Commercials can be submitted on DigiBeta, BetaSP or DVCam formats and clearly labeled as to spot title(s), client/ agency, spot length & contact person. They should be shipped here:

Commercials can be submitted at digital files in MPG, DV and Quicktime formats via FTP. Contact our Customer Service Center here for upload details.

The following guidelines apply to all commercials.
1) A minimum 30 seconds bars and tone should be at the head of the tape/file.
2) There must be a slate prior to each spot denoting title of spot, client, spot length and producer.
3) There must be 5 seconds of black from the end of the slate to start of the spot.
4) The spot must be exactly 30 or 60 seconds in length to allow for proper encoding.
5) There must be at least 20 seconds of black at the end of the spot.
6) Audio can be mono or stereo but should be set to a dial norm/average level of -27db. Peaks should not exceed -14db.
7) Video levels must not exceed 100 IRE at any time. Chroma Levels must not exceed 110 IRE or drop below -20 IRE. Black level must not go below 7.5 IRE at any time. (FCC REG)
8) Any tape submitted to Comcast for airing will be archived for no longer than 90 days after encoding. Tapes will be returned to sources only upon written request. All tapes not returned will be recycled.
9) All video footage must be BROADCAST QUALITY originating from a broadcast quality format (i.e. Film, Digital video, Betacam SP). ABSOLUTELY NO VHS, Super VHS, MiniDV or HI8 footage will be accepted.
10) All content of the commercial must be acceptable to air to the general public.
11) All images and music must be copyright free or submitted with proper licensing agreement for their use, no exceptions.
12) We reserve the right to refuse to air any commercial that does not meet FCC regulations, company policy or ethical standards, or does not meet our specifications regarding video levels, dropouts, audio distortion, tape, or production quality.
